How did an outnumbered, technologically outmatched, and overwhelminglyoutgunned Hamas preserve combat power for more than fifteenmonths while confronting a regional power that once routed state andnonstate forces in days? This study asks how Hamas fights and whetherits Hybrid Defence Strategy (HDS) has altered the balance of combatand military effectiveness. It dissects Hamas’s seven-pillar HDS—multi-domain operations, combined-arms synchrony, simultaneous shiftsin warfare modes, urban-subterranean weaponisation, light-infantry/IEDprimacy, horizontal escalation through allies, and an aggressiveinformation-ops campaign. Findings indicate that HDS confers tacticalagility and operational endurance: subterranean depth, pulse-wave fires,and micro-lethal ambushes slow Israeli tempo and inflate force-to-spaceratios, thereby downgrading defeat rather than delivering victory.Although the loss-exchange ratio still favors the IDF, Hamas transformsdecisive overmatch into a protracted, manpower-intensive siege, demonstratingthat an ostensibly outclassed “underground army” can imposestrategic drag on a superior adversary.

لم تكن القضية السورية صراع عسكري أو سياسي، بل مطالبة شعبية واسعة لنيل الحرية، والكرامة، وتحسين الظروف الاقتصادية، وقد عمل النظام السوري لمواجهة هذه التطلعات -خلال عقد ونصف- لجعل الحالة السورية تسير نحو انهيار هيكلي شامل يطال البنى التحتية والحياة الاقتصادية والاجتماعية كنوع من أنواع الحرب التي مورست على السوريين، علاوة على تلك الحرب التي كان يخوضها بالقصف والتدمير والاعتقال ضد أبناء شعبه.مع حلول عام 2026، ودخول البلاد في مرحلة ما بعد التحرر، تبرز الحاجة الماسة لصياغة "دليل المواطن السوري في عملية التنمية" ليس كوثيقة نظرية، بل كدستور عملي للتنمية يحدد أدوار الأفراد والمؤسسات في ظل واقع تشير فيه الإحصائيات إلى أن معظم السكان يعيشون تحت خط الفقر، وقريب من ثلثيهم يعانون من الفقر المدقع، بينما تآكل الناتج المحلي الإجمالي ليصل إلى مستويات خطيرة تقدر بنحو من عشرة مليارات دولار مقارنة بـ 67 مليار دولار في عام 2010. 

In the midst of armed conflicts, humanitarian aid occupies a pivotal position as a tool to alleviate human suffering and ensure a minimum level of dignity for affected civilians. However, this aid often turns into an arena of legal and political conflict between international and regional parties, where humanitarian necessities intersect with sovereign interests and geopolitical considerations. The Syrian crisis is a stark example of this complexity; more than thirteen years of armed conflict have created an unprecedented humanitarian crisis, with millions displaced and the near-total collapse of infrastructure, making cross-border aid an indispensable necessity to save lives.
